VLADIMIR PETROVSKY – born in 1933 in Stalingrad. Graduated from The Moscow State University of Foreign Affairs. Holds a degree of Doctor of History, and of a candidate of Legal science. Holds a diplomatic rank of Extraordinary and Plenipotentiary Ambassador; 1957-1992 he occupied various different positions in the Ministry of Foreign Affairs. More than once he was the head of the Soviet delegation at the meetings of the UN General Assembly and its specialized branches: UNESKO, IAEA etc. He participated in the foundation of CSCE (Organization for Security and Cooperation in Europe) and the laying down of its basic documents. In 1992-93 he is a UN Under-secretary and a Head of Political Department of the Secretariat of the United Nations (N-Y). 1993-2002 he is a UN Undersecretary and a head of the European Department (of its head-quarters) in Geneva. He was a general secretary of the Conference on disarmament, where he also was a special representative of the UN General secretary. He is a member of Сouncil and a head of The Institute for Security Problems between West and East in New-York, a member of council of The Institute for U.S. and Canadian Studies. An author of a range of monographs on the problems of the world politics and international law.
